7th Regulatory Brainstorming Session: The Role of Regulator in the new Telecoms/Media Converging Environment - Implications for SEE NRAs

On 7th April, in Thessaloniki, the 7th Regulatory Brainstorming Session of the Head of SEE NRAs took place, with the active participation of 6 countries, namely: Greece, Cyprus, Serbia, Montenegro, Bosnia & Herzegovina and FYROM. During the meeting, several subjects of common interest have been discussed, mainly with regards to the new challenges posed to NRAs from the fast changing environment resulted of the converging telecoms, IT and Media sectors. The exchange of views and considerations at a regional level is considered by INA Academy as key to collectively support our region’s ICT development.
In Greece and in many other SEE countries broadband has been rapidly growing, further enabling the transition to the digital economy, improving also citizens’ life in different ways and supporting national economies during the current economic turmoil. This is also linked to the current considerations of the so-called “digital dividend”, which examines the options arising from the release of spectrum, afforded by the digital switchover programme.
The reported convergence of sectors is driven by both supply-side considerations, as Next Generation Networks become available, as well as demand-side ones, as end-users require more sophisticated services. Amidst the current economic downturn, National Regulators should aim to sustain and develop a comprehensive regulatory environment that will foster market growth, provide the right incentives to all stakeholders, increase sector’s investments and enable a healthy competition development, with the ultimate goal of enhancing consumers’ welfare.
INA Academy, who is actively supporting the development of new technological advancements in the region, provides significant opportunities to NRAs for the development of their human resources through the delivery of highly-customized workshops and other specialized services that support their activities.
In this context, on 7th and 8th April 2009, at INA Academy’s premises, the 9th and 10th regulatory workshops took place, with the participation of 6 regional NRAs. These two workshops conclude the series of the ten in total workshops that have been organized by INA Academy, under the co-funded by Hellenic Ministry of Foreign Affairs development program and with the active participation of the National Regulatory Authorities of Telecommunication and Electronic Communication of all the Western Balkans countries.
